HTR SOP Summary

"Hard-to-Reach" customers are households whose total annual income is at or below 200% of the Federal Poverty guidelines.

The Hard-to-Reach Standard Offer Program (SOP) was developed to provide incentives to suppliers and installers of energy efficiency services to produce electric energy demand and energy savings through projects at EPE Hard-to-Reach (HTR) customers' homes. The primary objective of these programs is to achieve cost-effective reduction in peak summer electric demand.

This performance-based program provides payments for energy savings generated by installing energy efficiency measures in accordance with the Program Manual, which is available for downloaded via the left menu bar by clicking on "Program Manual" or from our downloads page. EPE will enter into Standard Offer Program Agreements for peak demand and energy savings with "Project Sponsors" who are typically energy efficiency service firms such as air conditioning contractors, insulation installers, lighting contractors or national energy service companies.

EPE's HTR program Summary:

Program Information Workshops: December 6, 2007 from 1:00 PM to 3:00 PM Mountain time.

Online application forms will be available December 13, 2007.

Applicants can submit their applications beginning January 14, 2008 at 10:30 AM Mountain Time. Application submittal does not guarantee funding. No Project Sponsor has unconditional entitlement to Standard Offer Program incentive funds.

Maximum funding per individual sponsor: $60,617.
